Welcome to the Koooskooskee Community website!
Kooskooskee is a premier neighborhood in South Salem located just east of Sunnyside Road on Cayuse Circle, SE and Pawnee Circle, SE. The Kooskooskee community includes 100 homes and a park-like common space located between the two residential streets. This common property (referred to as the Common Area) has a paved, lighted walking path; several benches; and four bridges which connect the two streets.
History
Established in 1983, the 100 individual units make up the Kooskooskee Homeowners’ Association. The project was built by Kaufman Homes, a well established and highly reputable builder in Salem since 1973. The entire project was built in 4 Phases (Cayuse Circle, 1 & 2; Pawnee Circle, 3 & 4).
The Association is named after the Kooskooskee River (now known as the Clearwater River) in Idaho. The streets are each named after Native American Indian Tribes. The Pawnee were a tribe of the Great Plains and the Cayuse were a tribe of the Columbia Plateau (now SE Washington & NE Oregon).
Ownership
Kooskooskee is a common interest community and subject to the Oregon Planned Community Act. Each unit has a common wall with another unit, but is not a condominium or townhouse.
The Oregon Planned Community Act (ORS Chapter 94) was adopted in the early 1980s. The Act applies to any community where the owners have collective obligations. Collective obligations at Kooskooskee include bookkeeping, common area maintenance, assessments and insurance.
Organization
A five-member volunteer Board of Directors which is responsible for the governance of the Association is elected at the Kooskooskee Homeowner’s Association Annual Meeting. Volunteers also chair and participate on various committees including Communication, Landscape & Architecture, Rules, Safety and Social.
The Association contracts with a professional bookkeeper who is responsible for collecting the quarterly HOA dues, paying Association bills, and maintaining the Association’s books. Current quarterly HOA dues are $250.

Activities
Kooskooskee is an active community which enjoys ongoing and one-time events throughout the year. All homeowners are welcomed at regularly scheduled events which include no-host dinners at a nearby restaurant, women’s coffees and men’s gatherings. In the summer, the Common Area is the site of the Annual Kooskooskee Picnic, informal gatherings at the picnic table on Sunday afternoons, and a Little Free Library.
In addition, there are small groups that get together monthly and enjoy such activities as Bunco, Mah Jongg, and a Book Club.
A neighborhood newsletter, Kooskooskee News, is sent electronically to homeowners the first of each month. The newsletter is designed to inform homeowners about dates for upcoming events, provide information regarding neighborhood activity, welcome to new neighbors, and share other general interest neighborhood news.
